    yes "c" here has the sound "ss".

    C before i, e, and y is pronounced "ss"

    C before a, o, and u is pronounced "K"

    that's why sometime you find ç to make the sound "ss" devant a, o or u, as in:
    caleçon (pronounced kalesson), which is male underpants.
