food shortages which <are> the most significant issue

Hi everyone,

I read this sentence.

"Poor harvest will lead to food shortages which are the most significant issue in impoverished countries."

"food shortage" is plural form, while issue is single form. Then whether I should use "is" instead of "are"?

    I think the plural is the correct solution.
    It's the same thing as "Food shortages are the most significant issue". The plural takes precedence. In my native it's the same situation.
