"For all that"

Could someone please explain the meaning of this expression "for all that", and perhaps give an ex of how I can use it?

    My first reaction is that it means "in spite of all that", but I do think we need some context. It calls to mind, for me, a poem of some Scot, probably Robbie Burns?
