The guide identifies good practices for anyone who publishes or creates campaigns on these platforms, such as web developers and community managers.

Is it correct to say " for anyone who publishes"? Or should I say " for every person who publishes"?

You presumably want everyone to follow the good practices, so I would use "everyone" rather than "anyone". There is no need to use "every person".
