Hi; will you please help choose the most adequate preposition for this phrase:

1. "...for that reason we cannot carry out the same teaching programme for everyone."

2. "...for that reason we cannot carry out the same teaching programme at everyone."

3. "...for that reason we cannot carry out the same teaching programme on everyone."

Are they all grammatical? Any other suggestion?
