the clarity of a piece of writing, law, argument etc is its quality of being expressed clearly
Letters may be edited for length and clarity.

As I see, "for clarity" expresses a purpose. But what does "edited for length" mean?

    It means "Letters may be edited to make them shorter." / "Letters may be edited so that they are not too long for the reader."

    It is possible that one would also want to edit such a letter to make it longer, but I don't think this is as likely in general.

    'For' can be understood as "to achieve" here, that is for the purpose of achieving a more suitable length and greater clarity.
