Forced ranked?

I work in the Human Resources field, and found this sentence which seems very common but I can't trace its meaning. May anybody please help?

    Well, the sentence is "management staff at the same level should be forced ranked, with number 1 being the highest, etc."

    El personal gerencial que se encuentre al mismo nivel debería ser forzosamente organizado en grados de jerarquía, siendo el número uno el más alto, etc.

    Me da la impresión que es un sisteme jerárquico a base de antiguedad. Dentro de la misma escala salarial o de responsabilidad, el de mayor antiguedad tiene el puesto más alto dentro de la estructura gerencial.
