    Yes, but mostly in literature, written publications, that sort of thing.
    The common English speaker would not say...
    Wow, you look forlorn.
    You would commonly hear...
    Wow, you look down, sad, unhappy, etc...

    I just heard it used by a reporter on Sky News a few minutes ago.

    The item was about the missing Malaysian airliner.

    The reporter said, "Hopes of finding survivors are now forlorn."
