Fourth pick in the national lottery...

Hi. I found the following sentence in a story, but I don't know what "fourth pick" means in it (I don't need a translation, just want to understand the concept):

"He felt almost joyful when his birthday was that year's fourth pick in the national lottery..."

Does it refer to the fourth prize (the fourth winning number) or to the date the fourth drawing was celebrated?

    Probably the fourth number chosen in the lottery, but it's impossible to be sure without more context. Where did this happen? In what time period? We need context.

    I'm sure more context would help, but I have no more :confused:. It's the only sentence that makes such a reference... the only context is he is a guy with very ill luck, and that doesn't suggest a more precise meaning. Thanks, Egmont!
