foyers de violence

I'm translating an article about a famous sci-fi film and am having trouble with this sentence:
Ses hommes firent surgir des foyers de violence ici et là et les Chevaliers eurent le plus grand mal à maintenir l'ordre par ces temps agités
Here is my attempt:
His men made seats of violence appear here and there and the Knights had great difficulty maintaining order in these troubled times.
What do you think of "seats of violence"? Does it convey the same idea as "foyers de violence"?
Thanks a lot for your help, as always.

I'd do in a simpler way... "His men triggered off movements of violence here and there..."
