Would you tell me if this makes sense?

"On ne permet pas aux citoyens de jouer, quoique les touristes le puissent"

I mean to say "The citizens are not allowed to gamble, although the tourists can [gamble]". I was wondering if I could just say "le puissent" or whether I would need to put "puissent le faire" or something like that.
