In this sentence "avant d'en venir au cœur de l'affaire" what would be the difference in replacing "d'en venir à" with "de venir à"? Aren't they both correct?

The en is part of the idiomatic expression en venir à, which is not the same as venir à. You may not remove the pronoun.

en venir à = come to (in a figurative sense), e.g., en venir à cette conclusion = to come to this conclusion
venir à = come to (in a physical sense), e.g., venir à Paris = to come to Paris
