The first pronoun elles is the regular personal pronoun. The second occurrence is the disjunctive pronoun. It is used to clarify the meaning of aussi. As a matter of fact, if you omit the disjunctive pronoun (Il faut qu'elles goûtent ça aussi), the sentence is ambiguous. It may mean:
    1. They should taste this food on top of some other food.
    2. They should taste this food like some other people have.
With the disjunctive pronoun, only the second meaning is possible: Il faut qu'elles goûtent ça, elles aussi. (Note: a comma should ideally be used before the disjunctive pronoun.)

    In a nutshell:
Il faut qu'elles goûtent ça, elles aussi = They, too, should taste this. (unambiguous)
Il faut qu'elles goûtent ça aussi = They should taste this too. (ambiguous in both French and English)
