Pour construire ce barrage, il faudrait inonder des terres.
Bien sur, on ne cree pas de bassins sans inonder de terres.
Masi si vous regardez bien les nouveaux tracs,
il s'agit essentiellement à 85% de forets et de paturages.

what is the usuage of "à" here? Does it mean 'around'? 'up to'? I can't quite catch the meaning of "à" in the sentence.

    You can read the sentence as follows:
    il s'agit essentiellement, (à/pour) 85%, de forets ou de pâturages.

    "(à/pour) 85 %" comes to quantify "essentiellement".
    Although we can not be certain that "85%" is the exact proportion, the use of "à" or "pour" here does not, in French, implies any approximation ("around"), nor any limitation ("up to"). In the case of an approximation, French would have used something like: "environ 85 %", and for a limitation something like: "au maximum de 85%".

    Voici des exemples d'utilisation de "à" pour indiquer une proportion:

    Ma maison est repeinte à 80% = 80% de ma maison est repeinte.
    Le corps humain est constitué à 56% d'eau = Le corps humain est constitué d'eau à 56% = 56% est constitué d'eau.
    J'ai mangé la pizza aux trois-quarts = J'ai mangé (les) trois-quarts de la pizza.

    hmm.. it's hard to figure out which one i should use...

    Sorry to keep bothering you but how bout the sentence " J'ai mangé la pizza aux trois-quarts"?
    Can I replace "aux" with"pour"?

    Pour only really works for proportions that don't really change, like the percentage of water in a human body or the proportion of forests and pastures in a potentially floodable area.

    But when we're talking about an action that's only been partially achieved like painting a house or eating through a pizza, only à can be used.
