FR: Missing "pas" in a negative sentence

Hello,

I could not find any rule that would make it possible to ommit "pas" in a negative sentence. However, I've found at least two sentences written by native speakers that don't include it:

1. Pourtant, je ne pouvais me résoudre à cette idée.

2. Marie-Antoinette : Je ne peux m’y résoudre ! Je reviendrai, je vous le promets.

Could anyone explain to me why these sentences have the "pas" missing?
