Why does the past participle of the subject pronoun "on" take on a plural (like nous) when conjugated in passé composé with être?

For example « On est arrivés à l’aéroport 2 heures avant le vol » ?

I know "on" here means "we" but I thought it was conjugated the same way as "il, elle" etc. Is it simply because it infers plurality in it's usage?
