If I want to say the phrase "sur page trente et un", do I need to use trente et une instead of trente et un?

According to this link, you would say "page trente et un".

Furthermore, I suspect it would be more idiomatic to replace "sur" in your phrase with "à la", or omit the preposition altogether, depending on the exact context.
