free fuel for footballers

    Context is football in England
    "HMRC investigated into the so-called 4F scandal (free fuel for footballers)."

    I don't seem to find an occurrence of such a scandal. Is this litteral or is there some pun behind
    "free fuel for footballers" ?

    I think it is fictional.

    There is, however, a joke in it I think: "4F" implies that the exclamation would be "Free fuel for f***ing footballers?!", otherwise it would be "3F".

    I've no suggestion for translating it though unless you go for "scandale CGPF (combustible gratuit aux footballeurs)"
