French layer local

    J'ai un doute sur le sens de "local" dans ce contexte : "The Back Office IT services will be off-shored but with a French layer local to accomodate for the French language requirement."

    Cela signifie-t-il qu'une partie du personnel sur place est français ?

    It doesn't sound to me like English word-order. "A local French layer" might mean "une partie du personnel sur place est français" but it's still very odd.
