Fridays twelve noon be down

Hi everybody,
in Annie Proulx's novel 'Brokeback Mountain', I read the following lines, a rancher saying, ''Forest Service got designated campsites on the allotments. Them camp can be a couple a miles from where we pasture the sheep. Fridays twelve noon be down at the bridge with your next week list and mules.'' What is the meaning of 'Fridays twelve noon be down.....' here?
