Dictionary entries aren't written out in full sentences, and don't need to follow all the usual rules of grammar. You will also find that articles are often omitted in newspaper headlines as well, which also aren't written in full sentences.

It may seem that leaving out one letter doesn't save much space - but when you make several small changes like this, and using short forms such as "sb" for "somebody" that aren't used anywhere except in dictionaries, and multiply their effect by more than 100,000 words in a typical dictionary - this saves a lot of paper!
