to scale means that the car is bigger than the cat in the photo just the same
as in real life. to scale means that they appear to be in the same exact ratio
in the drawing as they are in real life.
boy, we sure get complicated questions here!

My dictionary says both versions are OK.
Out of scale = fuori scala
To scale = in scala

I'd better render "in scala" as "on a scale" for "to scale" is mostly used in the expression "to draw to scale" = "disegnare in scala"
