Hi! What's the meaning of the sentence "...with a flag in his hand, furled down its short pole."?

A hand flag has a short pole. Furled means rolled up - of cloth. So the cloth of the flag is rolled round the wooden pole. Some hand flags, such as those used by linesmen, have little covers which go over the furled flag when the flag isn't in use, to keep them pristine.
