Game as a transitive verb

Hi everybody!

I would know if somebody may be so kind to confirm the meaning of this sentence that I red today in the Obama's statement at the Nobel's cerimony:

"But it's also incumbent upon all of us to insist that nations like Iran and North Korea do not game the system."

I guess the verb game means in here something like "trick", what do you think about??

    Yes, in this context "game" means to try to find ways to circumvent the rules, to manipulate the system.
