    At times a "garrison town" is simply where troops are quartered or stationed, thus the location is sometimes considered defended. But a garrison town is not necessarily "fortified" with earthworks, parapets, etc. Thus it is possible to have "an unfortified garrison town" where there is simply a concentration of troops.
