gather by/around

Everyone gathered by/around food vendors.

I would like to ask that how is gather by different from gather around.

Further, which preposition would be more appropriate in the aforementioned sentence.

    Around: the people are in a circle or semi-circle round the vendor.
    By: the people are (probably) at one side of the vendor, or just somewhere near him.
