give up on giving up

does ""give up on giving up" always refer to giving up smoking/drinking whatever ? Was that the slogan of a public campaign ?

In my case you don't seem like the type of person who would give up on giving up is said to a guy who's sitting up at the bedside of his sick girlfriend.

I guess there's a pun here with this slogan, but I don't quite get it in this context. It would more logical to me to say : you do seem like the type of person who would give up on giving up. As he's not giving up on her.

    Can you explain the context more precisely? Is this an advertisement or a cartoon?
    It's off an episode of House MD. House is speaking with his usual sarcasm. I just got it actually : he's saying that the guy is the type who would easily give up. I had understood the contrary.
    What do you think ?

    Yes, I think it's a funny or sarcastic way of saying that he is surprised that this person changed her mind, that she decided, if I understand the context, to continue fighting to live.
