This is a case of a dishonest politician or a government official who grants benefits to himself and his relatives; the authority and beneficiary are one and the same.

Can you please suggest an apt idiom for this person or this situation?

    In the explicit case you mention, there are number of terms:
    nepotism
    favoritism
    corruption
    fraudulently obtaining benefits

    Pidginboy, I guess you are looking for an idiom that refers to abuse of one's power.

    How about "He is feathering his own nest"?
    Or
    "The politician (or official) used his authority to feather his nest."
