Hi all,

Does "its" refer to "monopoly" or "element" here? :confused:

Monopolies can be ended through deregulation without the government giving up its control of a state-owned and/or state-run element within an open market.

    No, that doesn't make sense.
    The government controls those things. It is in control of those things. It has control of or over those things.
    When it loses that control, what does it give up? It gives up control of those things.
