glare vs blaze

Bulgarian - Yellow Beach
The WR dictionary says "Headlights glared in the night." and MacMillan Dictionary's example is "A car roared towards then, its headlights blazing." When a light is extremely bright and making people feel uncomfortable, which of the two verbs is more appropriate? "The sun blazed/glared down, dazzling them."
