= No matter where he may go, he will be welcome.

= Let him go where he will, he will be welcome.

= Go where he will, he will be welcome.

Q: I found this kind of explanations online. I guess the last construction is very rare/very formal not usually/normal. What is your opinion?

    That specific phrase is quite rare and literary, yes, but there are several everyday expressions that follow the same pattern:
    • Think what you like, nearly 50% of the British voted against Brexit.
    • Say what they please, they won't change reality.
    • Try as you may, you won't get away with it.
