While reading Dale carnegie's " How to win frineds and influence people"I came across this sentence ," I learned thirty years ago that it is foolish to scold. I have enough trouble overcoming my own limitations without fretting over the fact that God has not seen fit to distribute evenly the gift of intelligence ." I am unable to comprehend the meaning of the second sentence. Please explain it.

Does the second part of the second sentence mean something like this?: God has not chosen to make people equally clever.
