I wonder why it is "govern the beliefs and behavior of the people" rather than "govern the beliefs and behaviors of the people."

Especially when "beliefs" refers to "different systems of faith", then "behavior" would equally refer to "different systems of behavior", and then "behaviors" should be collocated with "beliefs."

Culture, however, is distinctly human. Cultures are traditions and cutoms, transmitted through learning, that govern the beliefs and behavior of the people exposed to them. Children learn these traditions by growing up in a particular society.
