govern vs determine

    Determine: trans. - To ascertain definitely by observation, examination, calculation, etc.
    Govern trans. - To rule with authority,

    I think that determine is, in fact, better.

    I think Paul prefers "determine" because he doesn't like rules that govern or control.;)

    "Determine" in this context could equally well mean "control" or "ascertain", so to my mind it would not have the exact same meaning as "govern" (control).
