It is written in Ottoman Turkish with arabic letters.

There might be some mistakes but I guess the translation below gives the general idea.
Turkish text:
Ah min el-mevt
Lazistan sancağı Arhavi nahiyesi Kordelit karyesinden ve Avrupa Tuna Muhtelit Komisyonu’ndan Gedik oğlu merhum Mustafa Kapudan’ın mahdumu Fenerci Ali bin Mustafa’nın ruhuna fatiha.
6 Şubat 1329 (19 Şubat 1914)
English translation:
Oh, from/because of death (1)
Fenerci (lighthouse keeper) Ali Bin Mustafa
Son of Mustafa Kapudan (Captain) son of Gedik from the village of Kordelit of the district of Arhavi of the sanjak of Lazistan and from the European Joint Danube Commission
Rest in peace (2)

Notes:
(1) This is an Arabic expression
(2) Ruhuna fatiha is an Islamic expression, the literal translation is "(Surah) Fatiha for his soul". I guess RIP would fit here.
(3) I'm not sure about the date but the month on further left resembles "Şubat" and U see a 6 at the bottom. So I guess it is 6 Şubat 1329 (Rumi calendar).
