The quotation comes from Jane Eyre Chapter 18

Hi everyone! I don't quite understand the bold part. Does it mean "had first murmure repeatedly .... when she was playing the piano" ?

    It means that her whispers overlapped with tunes being played on the piano. She whispered [words] over the music.
