Hello everyone,
Which is correct, happen or occur here?

How did it happen/occur that summer in Tokyo is hotter than it used to be?

    Both are acceptable, except for the fact that "did happen" and "is" should agree in tense. I suggest:
    "How could it happen that summers in Tokyo have been warmer than ever?"
    This second example would sound more natural to an AE speaker and is shorter:
    "Why are summers in Tokyo getting warmer?

    You could also say "How can it be that..." or "How is it that...".
