What does "happening person" mean?
Is it someone famous like a star or something?

The full sentence is :

What do you do? You look like the happening person in your place!

Qu'est ce que tu fais? Tu ressemble à ..... ?

Je sais que happening est un adjectif qu'on emploie pour décrire quelque-chose de branché... Mais pour une personne, je pense plutôt à "la personne à connaitre" (dans le sens si il y a une personne à connaitre, c'est elle). Mais je ne sais pas si ça va dans le contexte de ta phrase...

Exact, "la personne à connaitre" collerais parfaitement avec le reste du contexte!!

I think it's the person who makes things happen, or to whom interesting things happen.

It sounds to me like a trendy phrase invented by someone who didn't think long enough about what he really wanted to say. Time will tell.
