Could you please let me know which of the following is correct?

1. The XCX system has as goal the design and production of shell structures from brick elements.
2. The XCX system has the goal to design and produce shell structures from brick elements.
3. The XCX system has the goal of designing and producing shell structures from brick elements.

    As advertising/publicity, none are good.
    Goal is countable and singular and therefore must have a determiner.

    The goal is to <verb>
    We have the goal of <gerund>

    However, if it is your goal to do something, it naturally implies that you have never done it.

    So The XCX system has the goal of designing and producing shell structures from brick elements. =
    The XCX system has not designed or produced shell structures from brick elements - but we hope to do that some day.
