Hello folks, pls help me explain this question. It's from a TOEIC test. Usually, a negative question is used to express:
1. confirmation
2. complaint
3. surprise

The answer is A, but I don't know how to correctly explain why we should choose A.

Hasn’t Ben decided on a vacation destination?
(A) No, we stayed in Brisbane.
(B) I don’t believe so.
(C) A vacation package.

    The only possible answer is (B). It is asking for confirmation and/or expressing surprise. There might also be a hint of annoyance. Context usually makes it clear.
