I don't know what the figures 25 and 30 refer to. Do they mean Germany and Russia's populations will shrink by 25 and 30 percent respectively? Or Friedman only want to say that there are some countries whose populations are going to decline on a scale of 25 to 30 percent.

    Friedman is saying that there are some countries whose populations are going to decline by 25 to 30 percent... Germany and Russia are examples.
