    Does “he reduced me to tears” have the same meaning as “he made me cry”

    Yes, with a bit of added meaning.
    He reduced me to tears suggests a gradual process ending in tears - and probably an emotional cause rather than a physical cause.
    He made me cry could be more immediate.
