    — grammatical but bizarre (would need a specific context to justify the perfect progressive infinitive)

    I am familiar with he was to have.
    I am very familiar with he was meant to have.
    But he meant to have feels much less familiar and I did not think of it when I saw the test of #1. This is not to say that nobody uses it!
