Should we use to after "suggest" or not?

    Yes, you need the first "to" if you're going to specify "me". But there's a problem with the later part of the sentence.

    He suggested to me that I visit John on Monday morning.
    Or, more simply, He suggested that I visit John on Monday morning.

    Or maybe "He suggested that we visit John..." The sentence doesn't really make it clear who is supposed to be visiting.
