heating is off, radiators don't work

The university plans to turn off the heating system in all buildings in the evening.

Can I say,

It is hard to study in classes when heating is off.
It is hard to study in classes when radiators don't work.

    I would prefer "It is hard to study in classrooms when there is no heat."

    The rooms themselves are classrooms; classes are the activities that take place in them.

    You can say "when the heat has been turned off", but "no heat" is more direct.

    The sentence that refers to radiators that don't work is wrong; the radiators work (that is, they can be operated), but are merely turned off.
