Can somebody explain the meaning of "heavy mat of Mediterranean hair"?

"I never saw the man's face, just the "heavy mat of Mediterranean hair," (Quote from Ana castillo's Peel My Love Like an Onion.)

    Presumably it means very dark hair typical of Mediterranean people and very thick. 'Mat' might suggest it wasn't well-cut or combed because we talk about 'matted hair', but it's hard to say.
