Hi, people. I read other threads. It seems "among" is correct?

I saw "in" used in this quote. I guess "in" is also correct?
In 2018, the International Monetary Fund predicts, inflation in the oil-rich nation could surpass 2,000 percent ― the highest in the world. (Huffington Post)

Also, is it clear that the red part modifies 27% and not 10%?
The proportion of over-65s in Japan is predicted to double to 10% by 2030 and soar to 27% by 2040, the highest among/in the three countries.

Thank you very much for your answer. Is "in" more common than "among"? I learned "among" in this forum. But when I was doing research online, all I got was "in".
