    You would probably say How about that? because you will be asking about something you have already said. You could say How about this? if your suggestion followed on. So,

    Let's go to the market and buy loads of nice cheeses and then have a picnic. How about that?

    How about this? Let's go to the market.....etc

    You can also say How about it? instead of How about that?
