How do you make a tissue dance?

Hello

It's the movie "Resurrection of Gavin Stone".
Some girl is telling a joke and she says,
"How do you make a tissue dance?
Put a little Boogey in it."

The guy who's listening her doesn't laugh at all.
She defends her joke saying it's a good one.
The problem is I am not getting at all her joke.
Can somebody throw some light on this joke and why it is supposed to be funny?

It's a pun. Boogie (as I would spell it) means both a kind of dance, and a small piece of nasal mucus.

I suspect she's talking about a tissue in the sense of a "paper handkerchief" and the boogey is a bogey (snot).
