< I am > Never where you expect [omit?]

Hello there,
I have a doubt and may use some help.
Is this sentence correct? : "Never where you expect me to be" (the context: speaking of myself in few words and short sentences)
Or is it an obligation to put "I am" at the beginning???

    Without "I am" it's a fragment, not a sentence. Whether it's correct or not depends on where you want to use it - in speech, as a social media description, in a formal piece of writing, etc.
